Photobucket.com can sometimes be as slow as molasses but it's free and has clever doo-dads for editing or enhancing your pics.
Evidently, I can't copy and paste sample Photobucket screens without granting access to my account to anyone and everyone, and when I logged off the screens don't show anything helpful --- sorry but I'll have to describe the steps.
You register and then have a main beginning (home) screen (you might have to click "my albums" or your screenname). See the "choose files" next to "click here to start uploading?" If you click on that, it'll automatically access whatever photos you have stored, offline -- zaps right through to your PC's "My Pictures" files!
It'll open a box and you have to select a picture (you may have to search through whatever pic folders you have set up) and click on it, then click on "open" -- it'll start uploading into Photobucket.
Wait til it's done uploading (you may have time to make a sandwich!), and then it'll go to a screen asking you if you want to title the pic and "tag" it (?). When you're done, you click on "back to album."
So there's your pic, on the upper left, and you click on the word "edit," just above the pic. When the editing screen loads, you should see a row of options across the top, and your pic in the middle. Click on "resize" and then click the tiny downward-pointing arrow in "preset sizes." Choose what you want, click on "apply," wait forever and a day for the dang thing to load, then apply any other funky stickers, colors, etc.
When you're done editing, click on "Save A Copy" toward the bottom, wait forever and a day again (or make more sandwiches - lol) for it to process, and then you'll have your resized, edited pic on your album.
So now, if you look toward the bottom right of the screen, you'll see something about sharing this pic --- you want to choose the IMG code, copy the link, come here to this forum, and paste it into your post -- ta--da! Alternatively, you log in on Photobucket, go to your album(s), and you'll see all your pics. Just sort of walk your cursor over the pic you want, and a list of link options will appear under the pic (so then you copy IMG and paste onto forum post).
If you are trying to set up an avatar, as opposed to a regular post pic or your signature pic, you want to copy and paste your pic's "direct link," not URL or IMG...
Hope this is helpful, not frustrating for you.......
